TERMS OF REFERENCE FOR THE REDESIGNING OF IPAR RWANDA WEBSITE

1. BACKGROUND AND CONTEXT

The Institute of Policy Analysis and Research of Rwanda (IPAR-RWANDA) is an independent, Non-Governmental Organization and think tank in established in 2008 with the mission to enhance evidence-based policy making through research and policy analysis to improve policy and impact change in Rwanda. It is vision is to become an independent internationally recognized Research, and Policy Analysis Centre that promotes a culture of dialogue and debate in Rwanda.

Since its establishment, IPAR Rwanda has done extensive work in research and policy analysis including publication of several reports, policy briefs and scientific papers. The organization has also organized several high level events and has expanded its network as an influential think-thank in the region, on the continent and globally.

The organization’s website has served as an important tool to disseminate IPAR’s work as well as catalyzing its connection with multiple stakeholders. Yet, For the website to continue to serve as the real gateway of the organization, it needs to be updated to meet the current trends in technology advancement and to streamline its design with the current institutional strategic orientation.

It is within this background that this terms of reference are developed to hire a qualified expert to design a new website of IPAR Rwanda.

2. OBJECTIVES  

The main objective of this assignment is to design a new website for IPAR Rwanda that comply with current standard and that responds to the institutional communication needs.  Specifically, the assignment intends fulfil the following objectives

  1. Streamline the website with institutional structure, mission, vision and strategic plan
  2. To enhance institutional visibility, locally and internationally;
  3. To create new features that easily facilitate the audience to access institution’s content and that enable for interactions
  4. To improve website security and search engine optimization

3. SCOPE OF THE ASSIGNMENT

The general scope of the assignment comprises designing the website template with all inbuilt pages and graphic features, locally hosting of the website and emails as well as content migration from the old website to the new one. In details the assignment comprises:

  • Template design

This assignment shall comprise designing a new website for IPAR including designing the home page template, the sub-page templates, graphic elements, colour scheme typography, mobile responsive version, and the navigation structure. The website should have standard webpages, E-newsletter, E-catalogue and option to create other necessary plugins.

  • Functionality and technology

The website shall be developed in TYPO3 Content Management System. It will be installed with interactive features and internal pages developed as independent web portals.

  • Domain name, compatibility, indexing and Search Engine Optimization

The website domain name shall be [.RW]. It shall be indexed and compatible with different and most popular search engines. It shall be also compatible with different devices including Desktop, Tablet and Mobile. The website should be installed with all necessary tools and plugins for Search Engine optimization

  • Security

The website should be equipped with security plugins and provided with SSL Certificate, encrypted data and transmitted between the user’s browser and server using HTTPS.

  • Branding guidelines

The design should follow institution’s branding guideline and colour typology.

4. DELIVERABLES

The web developer shall submit the following deliverables

  • An initial design template for review;
  • A final design of the website with content for approval;
  • A website user guide document;
  • Training of users;
  • Proof of local hosting for the website and emails;
  • All graphics embedded inside website template
  • SSL Certificate;

5. TIMELINE

All the deliverables included in this assignment should be completed in a period not exceeding 45 calendar days

6. REQUIREMENTS 

Applicants should be qualified individual consultants with proven experience in in ICT, particularly in website design. The applicant will be required to present the following requirements:

  • Consultant brief profile;
  • A University Degree in ICT fields,
  • Other qualification documents including certificate for specialization in website design;
  • At least three certificates of good completion issued by recognized institutions;
  • Links of at least three websites developed by the applicants, belonging to the institutions that offered certificates of good completion;
  • RDB Certificate
  • Tax Clearance certificate from RRA

7. Submission

The proposals comprising both a technical and financial proposal shall be submitted to r.innocente@ipar-rwanda.org, and copy to info@ipar-rwanda.org not later than 27/12/2023 at 11AM.
