POSITION: FINANCIAL COMPLIANCE AND CAPACITY BUILDING SPECIALIST • Job Title : Financial Compliance and CB Specialist (1) • Position Supervisor : Financial Manager • Classification Level : 3.V • Location : Kigali JOB PURPOSE The Financial Compliance and Capacity Building Specialist will play a key role in establishing and maintaining controls to oversee financial operations and minimize risks. The incumbent will be responsible for documenting financial processes, including financial planning and analysis, accounting, and accounts payable, among others. DUTIES AND RESPONSIBILITIES Under the supervision of the Financial Manager the Financial Compliance and Capacity Building Specialist will undertake the following responsibilities: 1. Financial Oversight and Compliance: • Develop a comprehensive plan to provide support and oversee the implementation of financing agreements. • Prepare for internal and external audits and support the implementation of audit recommendations. • Review and provide feedback on financial statements. • Ensure compliance with Public Finance Management (PFM) standards for funds transferred to implementers. • Ensure that financial transactions are accurately and timely recorded in accordance with the Government of Rwanda (GoR) and World Bank (WB) requirements. • Monitor that expenditures for contract payments align with contract terms and are duly certified by authorized officials. 2. Capacity Building: • Conduct capacity needs assessments for financial staff across all project components. • Coordinate the preparation of capacity-building plans based on identified needs. • Train accountants and finance staff throughout the project lifecycle. 3. Risk Management and Internal Controls: • Conduct financial and compliance risk assessments and develop risk mitigation measures. • Establish and maintain adequate internal controls, ensuring separation of responsibilities in processing and authorizing payments, and managing project income and assets. 4. Financial Planning and Reporting: • Ensure that annual project budgets align with approved activity levels and expenditures. • Confirm that budgetary allocations are available to meet cash flow needs for contract payments and administrative expenditures. • Administer the Designated Accounts for the project in compliance with GoR and WB requirements. • Reconcile project records with WB disbursement records quarterly, and bank statements monthly. 5. Audit and Records Management: • Ensure compliance with GoR and WB project accounting requirements and provide necessary documentation for annual external audits. • Maintain accurate financial records for audit and review purposes. 6. Other Duties: • Perform other related tasks as assigned by the Financial Manager. EDUCATION QUALIFICATIONS & EXPERIENCES: • Master’s degree in Finance or Accounting with a minimum of 3 years of experience in financial management. • Bachelor’s degree in Finance or Accounting with at least 5 years of experience in financial management. • Holding a professional accounting certificate (e.g., CPA, ACCA) or proof of enrollment in an accounting professional course. KNOWLEDGE, SKILLS & ABILITIES REQUIRED: Technical Knowledge: • Knowledge of international financial management best practices, international accounting standards, and principles. • Familiarity with Rwanda’s financial management standards, Public Financial Management law, and World Bank financial management requirements. Skills and Competencies: • Strong analytical and problem-solving skills. • Proficiency in internal control systems, risk assessment, and fiduciary risk mitigation measures. • Leadership and management skills. • Effective communication and presentation abilities. • Advanced IT skills, particularly in financial management systems, Excel, and PowerPoint.
