Description of the Assignment:

National Consultant for Analysis of Environmental Expenditures for Rwanda’s Fourth National Human Development Report (NHDR) 2024

The Fourth National Human Development Report (NHDR) for Rwanda focuses on the role of ecosystem services in fostering inclusive, green, and sustainable growth for human development. The report aims to assess the contribution of natural resources to economic transformation and poverty reduction while addressing challenges in mainstreaming environmental considerations into development planning.

This consultancy involves conducting a comprehensive analysis of environmental expenditures, financing, programmes, and socioeconomic data, to provide actionable insights for policy and planning. The findings will inform the Government of Rwanda’s National Strategy for Transformation 2 (NST2) and the UN Sustainable Development Cooperation Framework, ensuring alignment with Rwanda’s long-term vision and global development goals.

Key Responsibilities

The consultant will:

  1. Analyze environmental expenditures in government budgets, assessing trends and tagging mechanisms.
  2. Conduct an environmental financing assessment, identifying sources, gaps, and opportunities.
  3. Examine the contribution of natural resources to poverty reduction and analyze human development data at the district level.
  4. Prepare evidence-based policy recommendations to integrate ecosystem services into Rwanda’s development planning.

Duration and Deliverables

The assignment spans six months (November 2024–April 2025), with deliverables including draft and final reports, a summary, and dissemination materials. Key milestones will be reviewed and approved by MINECOFIN and UNDP.

Qualifications

Candidates must hold an advanced degree in economics, social sciences, or related fields and have demonstrated experience in ecosystem services, poverty reduction, and Rwanda’s planning processes.

This assignment is an opportunity to contribute to Rwanda’s sustainable development agenda and shape strategies for inclusive growth through the effective use of natural resources.

Period of assignment/services:6 months between December 2024 and May 2025
