Individual National Consultant: review and provide Recommendations for integrating comprehensive Sexuality Education(CSE) IN TVET: (Deadline 15 December 2024)
The Position:
This position aims to review the Technical and Vocational Education and Training (TVET) curriculum and ensure that it integrates Comprehensive Sexuality Education (CSE) in line with the National adapted international Technical Guidance on Sexuality Education and national educational standards. The consultant will identify gaps in the current curriculum, recommend improvements, and work with relevant stakeholders to ensure the integration and validation of CSE information within the TVET curriculum. This position will be under the overall supervision of the deputy Representative with a direct supersion from the Programme Specialist – RHR.

Job Purpose:
The proposed study will evaluate the investment impacts in SRHR-focused entrepreneurship to inform evidence-based decision- making, strengthen program effectiveness, and ultimately contribute to improved health outcomes for adolescents and young people in Rwanda.
You would be responsible for:
1. Curriculum review, identify gaps and map appropriate place for CSE
- Conduct a comprehensive review of the TVET curriculum, identify gaps and map the relevant places where CSE content can be integrated.
- Explore with the TVET curriculum trainers (teachers and school leaders) and Trainees (students) how and where CSE can be incorporated in the TVET curriculum.
- Collaborate with Policy makers (RTB Senior managers, MoE, etc) and relevant stakeholders to explore the appropriate place for including CSE in the TVET curriculum.
- Summarize the findings on curriculum review, and the views of trainers, trainees, and policymakers on where to incorporate Comprehensive Sexuality Education (CSE) into the Technical and Vocational Education and Training (TVET) curriculum.
2. Systematic assessment of teaching strategies for CSE relevant in TVET curriculum.
- Identify evidence-based teaching strategies for CSE relevant in the TVET curriculum.
- In collaboration with TVET trainers, curriculum developers and relevant stakeholders prioritise the teaching strategies for CSE in the TVET curriculum.
- Prepare a comprehensive report on the teaching strategies relevant for CSE relevant in the TVET curriculum.
3. Prioritisation and sequencing (ordering) of CSE content to be incorporated in the TVET curriculum.
- Determine the appropriate content for CSE focusing on its relevance and age appropriateness.
- Set up a team of trainers, policy makers and relevant stakeholders to prioritise and sequence/order CSE content in TVET curriculum
- Prepare a comprehensive report on the prioritised and sequenced CSE content to be incorporated in the TVET curriculum.
4. Conduct a comprehensive assessment of the ICT conditions relevant to deliver CSE in the TVET curriculum.
- Review the ICT policies and guidelines supporting teaching and learning in TVET schools and indicate their implications of teaching CSE in TVET curriculum.
- Assess the ICT conditions in TVET schools and how ICT can facilitate teaching of CSE in TVET.
- Prepare a report on ICT considerations for teaching CSE in the TVET curriculum.
5. Dissemination of key findings and recommendations.
- Develop recommendations to integrate CSE into the TVET curriculum, ensuring that the revised content meets national CSE standards and addresses local educational needs including specific content suggestions, teaching methodologies, and assessment strategies
- Present findings and proposed changes to relevant stakeholders for validation and feedback.
- Prepare a final report highlighting key findings and practical steps related to inclusion of CSE in the TVET curriculum.
- Prepare a PowerPoint presentation summarising the methodology, key findings and recommendations for including CSE in the TVET curriculum.
- Present the findings in the stakeholders workshop for collecting their inputs on including CSE in the TVET curriculum.
- Develop a Master PPT highlighting the process followed and all the recommendations
- Prepare the final report to document the curriculum review process.
Qualifications and Experience:
Education:
The consultant should fulfill the following:
- Advanced university degree in education, public health, or a related field. PhD degree is preferred
Knowledge and Experience:
- Minimum of 7 years of experience in health-related curriculum development in basic or TVET schools or health education.
- Must have done a similar or related work preferably in school settings (e.g. development of health content for schools or developing health topics curricula for young people)
- Demonstrated expertise in CSE and knowledge of international frameworks on Comprehensive Sexuality Education.
- Strong facilitation and stakeholder engagement skills.
Languages:
Fluency in English (or other local language requirements as needed).
